A NEW RESEARCH REPORT produced by the Dukakis Center for Urban and Regional Policy at Northeastern University and the community organizing group Neighbor to Neighbor suggests public transit is inadequate for low-income people in Worcester, Lynn, East Boston, and Springfield.
